Kindly be notified that pursuant to the Energy Regulatory Commission Resolution No. 23, series of 2010 relative to the implementation of RA no. 9994
known as Expanded Senior Citizens Act of 2010, the discount for the QUALIFIED Residential Senior Citizens and Senior Citizens’ center and residential care facilities/institutions and group homes will commence on February 2011 billing period.
- A. RESIDENTIAL SENIOR CITIZEN’S 5% DISCOUNT:
QUALIFICATIONS:
- Monthly residential consumption must NOT EXCEED 100 kWh of electricity. Should the consumption exceed 100 (kWh) limit during the month, the eligible senior citizens shall NOT receive any discount for that month when they exceeded the said limit;
- A senior citizen may avail of the discount for ONE residence only where he ACTUALLY RESIDES and the kWh meter MUST have been REGISTERED in his/her name for a period of NOT less than ONE (1) YEAR;
- The discount is per household regardless of the number of senior citizen residing therein.
REQUIREMENTS TO BE SUBMITTED:
- Duly accomplished application form (available at BENECO office);
- Proof of age and citizenship (Birth certificate, valid senior citizen’s ID issued by OSCA, passport, and government issued ID etc.);
- Proof of residence (Barangay Certificate or notarized affidavit of two disinterested person);
- Copy of the electric bill issued in the name of the senior citizen;
- Proof of authority if the senior citizen is applying through a representative.
- B. SENIOR CITIZENS’ CENTER and RESIDENTIAL CARE FACILITIES / INSTITUTIONS or GROUP HOMES 50 % DISCOUNT:
REQUIREMENT TO BE SUBMITTED:
- Duly accomplished application form (available at BENECO office);
- Photocopy of the approved DSWD Accreditation;
- MUST have been in operation for at least 6 months and must have a separate meter in the name of the center, residential care facilities/institution and group homes.
ANNUAL RENEWAL of application is required to ensure eligibility for the said benefit.
The 5% discount will apply to the following bill components ONLY: GENERATION charge, TRANSMISSION charge, SYSTEM LOSS charge, DISTRIBUTION charge, SUPPLY PER KWH charge, METERING PER KWH, charge, lifeline discount and loan condonation.
The remaining bill components, such as government taxes and universal charges, members’ contribution on capital expenditures (MCC) and other ERC mandated adjustments are NOT subject to the discount.
The senior citizens’ discount is computed AFTER the lifeline discount has been applied. Discounts may vary on a monthly basis depending on the rates for the month
The discount to be granted to the qualified Senior Citizens and Senior Citizen’s center, residential care facilities/institutions and group homes shall be SUBSIDIZED by the NON – SENIOR CITIZEN and NON- QUALIFIED SENIOR CITIZEN member – consumers, pursuant to the Energy Regulatory Commission (ERC) Resolution No. 23, series of 2010 relative to the Implementation of RA No. 9994, known as Expanded Senior Citizens Act of 2010, to wit:
“Article I. Section 1. Objectives.
1.1.1 To ensure that the Senior Citizen Discounts shall be granted and applied to all qualified
senior citizen end-users of all DUs from the subsidy to be paid by the non-senior citizen and non-qualified senior citizens end-users;
Section 3. Definition of Terms. Subsidizing End-Users – Shall refer to the non-senior citizen and non-qualified senior citizen end-users who shall bear the discounts and adjustments extended to qualified senior citizen end-users. All lifeline customers are excluded from the subsidizing end-users’ base.” (emphasis supplied)
